“受制于冷链运输货物对于运输时效性、专业性的高标准要求，以及速度、成本、运量等多重供应链因素的综合影响，我国冷链运输行业发展的痛点愈发凸显。”全国人大代表、南京市工商联主席、南京天加环境科技有限公司董事长蒋立表示，冷运司机经常遭遇货源无保障、空驶、运费遭拖欠等问题。货主也常面临找车难、找车慢、多段式运输或温控不标准等问题，从而影响了货品的质量，损害了货主、收件人等多方利益。
为促进冷链运输行业健康发展，蒋立建议，交通运输等有关部门，充分考虑车辆制造标准与市场需求不适应以及由此导致的超载问题，修订有关政策和标准，在保障道路运输安全的前提下，保护司机、货主双方的合法权益。
蒋立还建议，优化监管措施，简化管理办事流程，统一执法尺度，引导企业健康发展；减免冷藏车的购置税；减少冷藏车在城市的禁限行区域，增加可通行时间。
