优化运输结构，强化大宗散货公转铁、公转水，有效降低全社会物流成本。着眼综合运输体系建设，发挥水运比较优势，推进与其它运输方式一体化融合发展。打通多式联运堵点卡点，加强多种交通运输方式与港口枢纽的统筹规划、有效衔接，着力提升港口综合服务水平。新建大宗干散货、集装箱作业区具备条件的，应同步规划建设进港铁路。以铁水联运、江(河)海联运为重点，强化运输组织、信息共享、规则衔接，大力发展以“一单制”“一箱制”为重要载体的多式联运体系。引导和鼓励港航企业发展高品质、专业化、全链条定制物流服务，积极发展全程物流、供应链管理，发展冷链、商品汽车、化工等专业物流。
